How many people understand the fears of moving to some place for visually handicapped people? At present, 300,000 or thereabout of such as disabled live in Japan. All of them feels the hardest thing is the movement, therefore their conducts are always restricted. The traffic accidents actually were caused many times by some dangerous factors for them outside. However, it is difficult to take care completely. what another people should do is to think how are the disabled people able to go out safely without restriction. There commonly proposed solutions to avoid the risk for movement of the visually handicapped people by making use of more point systems, non profit groups, and government payment to large cities.
It doesn’t enough to make use of the point systems in present Japan. Point system means the eyes for the visually handicapped people, that is why it is very important for them. Regrettably, only 10 percent in the disabled use the point systems. They need training the way of reading because the point systems help them lead to destination. Of course more point systems as transport should be made in the public. According to the disabled, the biggest problem is when they use the train. For example, they are often lost backward and forward. While they try to find their way with strolling, many people fall down from a prat home. However, if the point system is showed backward or forward on the door, it is easy to find the way for them. Both the disabled and public making more use of the point systems will be benefit each other.
To increase non profit groups will help the visually handicapped people as the second solution. Volunteer is the easiest way. Any people can belong to a volunteer group easily, if someone wants to do something but they don’t need to do strictly. That is OK just remove the bicycles on the point system blocks. Only this act gives the disabled a security because they are always walking on the point system block peacefully. On the other hand, the guide dogs play a big in the movement of the visually handicapped people. However, the number of guide dog isn’t enough in spite of that the homeless dogs are increasing. If such dogs are trained as a guide dog, lots of disabled have a chance to go out. Non profit groups should be increased for the visually handicapped people.
The final solution is the government payment to large cities. The causes of accidents are large in proportion to a population, that is why, large cities should be established more equipments. For example, a fence is needed install at each station especially large stations, then the accident to fall down from prat home is avoided. The problem on the street in large city is so many people walking. Even there are the point system blocks, it is no meaning if people across the blocks. Government should pay for them insurance if the visually handicapped people lives in large cities. There are many people, cars, buildings, and houses differ from local cities. They have many chances to have an accident, so they need insurance to prepare for the worst more than ordinary people. It is big thing for the visually handicapped people to receive from government payment.
In conclusion, transfer to somewhere is not easy for the visually handicapped people. They run a risk everyday but even though they want to walk for their fun and need. The point systems is easier to realize their risks in advance. Another non profit groups also need to protect from their anxiety. It doesn’t need to say anymore, if the government payment become popular to large cities. Anyway what important for the visually handicapped people is that they can be outside comfortably. Even we take a much time to achieve such as problem, we have to do some action.
